freebsd ports update to 1.3.19

Just to let people know, I've submitted a ticket/patch to update the Freebsd port: net/haproxy-devel to 1.3.19 recently.

Hopefully it'll get approved by the maintainer + committed before the ports freeze on Aug 17th (for Freebsd 8.0 release). Otherwise it'll be on hold until September (post-freeze).
